On Larry Atencio

The first moment I talked to Larry, he came outside after a City Council meeting, & introduced himself, which I appreciated, & was impressed by. He asked what I wanted, & I told him I wanted an end to poverty & homelessness. He seemed perplexed, said that he worked on stuff, but thought it was a continuing issue. I told him that there's 22 empty houses per homeless person in the USA, & that homelessness was really just a societal coordination failure. Then we parted after that.

BIOGRAPHY

Larry Atencio got a Masters Degree in Public Administration.

Larry Atencio was the President of City Council not too long ago, during his earlier stint as City Councilman, from 2006 to 2011.

Larry Atencio is currently 1 of 7 City Council members of Pueblo City, representing District #2. His term began January 1, 2016, and it ends at the end of next year, December 31, 2019, which means, Larry Atencio has 1 more year of City Counciling before he'll have to campaign for his City Council seat again.

ON THE ISSUES

Larry had claimed that he's brought in $10 million worth of capital improvement projects into Pueblo City.

District #2 is the Eastside, where there's no Grocery Store, ie, a Food Desert. 

Atencio brought in the Lucero Library to the Eastside.

Vote Smart ain't got nothing on him.

Larry Atencio disappointed me by declaring that the Bible says "There will always be poor" at the April Mayor's Forum. It's like ol Larry's given up. There's no political will there, to getting poverty abolished. Where there's a will, there's a way, and conversely, without will, it is impossible.

At the April Mayor Forum, Larry claimed that City Council was the Executive Branch, & that the Mayor was going to be merely an administrator. Clearly, the Mayor is the Executive Branch, & City Council is the Legislative Branch. & The Municipal, State, & Federal Courts are the Judicial Branch. Understanding the 3 Branches of Government is crucial to being an effective leader. Larry Atencio doesn't understand the 3 Branches of Government. If Larry only thinks of the Mayor as an administrator, then he'll constantly claim that his hands are tied as Mayor, since he's not an Executive leader, but just merely an Administrator leader, which is wrong.

The 2 most important aspects to the 3 branches of government is that 1) it's Arbitrary, &; 2) it's to prevent Tyranny. The US wanted to prevent any single person from ever gaining the all-encompassing power of a King ever again, so the 3 branches of government as adopted. At the most, in the US, one can be a dictator in their respective branch, but the other branches have power, & they have checks on each other, so that's it. In the US, one can be a King of the Executive Branch, or King of the Judicial, or Legislative Branch, but never King over all, over everything, & everyone.
